So. I've got this loverly new site design, but hit a snag when I went to
publish it:

```
Sending        site/index.html
Transmitting file data .svn: E195023: Commit failed (details follow):
svn: E195023: Changing file '/home/byoung2/dev/temp/annotator/site/index.html'
is forbidden by the server
svn: E175013: Access to
'/repos/asf/!svn/txr/1771959-12wd6/incubator/annotator/site/index.html'
forbidden
svn: E175002: Additional errors:
svn: E175002: PUT of
'/repos/asf/!svn/txr/1771959-12wd6/incubator/annotator/site/index.html': 403
Forbidden
svn: E195023: Your commit message was left in a temporary file:
svn: E195023:    '/home/byoung2/dev/temp/annotator/svn-commit.tmp'
```

This was right after I did successfully login with my Apache creds...so it must
be a permission thing?

Also, we're still waiting (afaik) on these actions to be taken by a Mentor:

 - Confluence setup for the wiki

 - Jira setup for the issues system (unless we can use GitHub issues...)

 - git-based code repo for the project code

Thanks!

Benjamin
