zip/unzip tasks - last modified dates off by an hour

I have another interesting observation which (kind of) makes sense.
Untill now, I was zipping files that were older since the last
"day-light-savings".
Now my collection of files have some files that are newer than that
date. When I zip all files together, the files that are created after
the last "day-light-saving" instant have proper date, while the ones
that were created before have an hour off.
Does this mean ant/java does not handle day-light-saving very well, or
does it mean Windows does not provide enough info for java to be able
to figure this out ?
