I remembered that the windows JVM doesnt use the registry to locate DLL's, it basically has to find them in the PATH. I added the directory containing that .dll to my path and presto it worked! So starteam, in its infinate wisdom, decided to try loading a DLL as a way to determine running under windows instead of System.getProperty("os.name")???
