xml parser fails with content not allowed in prolog

I am new to Ant.  I installed on my pc as described in the manual.

Using the tutorial build.xml file I run ant with the -debug option.

the error I get is 1:1 content is not allowed in prolog.

I tried removing the xml parsers because I am using Java 1.4, but I get a "no 
root node" error.

I can't try anything until else until I get past this.

It seems like there is some kind of configuration error on my part.
