You are both correct.

There are hierarchical and opaque URLs.  opaque URLs, for example
mailto:[EMAIL PROTECTED] don't have a root, hierarchical URLs have.
Hierarchical URLs follow the schema part with two slashes (i.e. after
the first colon) while opaque URLs don't.
