Currently the AbstractKafkaPartitioner continues and returns to the caller even
if it is unable to contact the Kafka broker. We should fix this behavior by
changing the AbstractKafkaPartitioner so that it fails and throws an exception
after doing multiple retries of contacting the Kafka broker to get topic
metadata. The exception will be caught and logged by Stram in a StramEvent
which helps user debug the situation.
