[~tushargosavi] a comment not directly related to this JIRA but regarding event
processing. I have another JIRA
https://issues.apache.org/jira/browse/APEXCORE-642 and when I investigated this
I realized that the Stram Event listener/processor doesn't get initialized
unless the DAG is properly deserialized and constructed in the
StreamingAppMasterService.serviceInit(). This precludes creation of error
events that happen in that phase. So for this JIRA, it will be useful if this
issue is addressed ie. the event listener system is initialized as early as
possible and is not dependent on the DAG being properly constructed.
