Summary: Fix mkdocs build to output files into target directory

Currently the site folder is created in the project top level directory. Like
all other build artifacts, it should be under ./target instead. I run into this
several time during release when unexpected files slipped through clean and git
clean.
Same change needs to be done in apex-malhar
