   @tweise  This is move of docker build sourcecode from 
https://github.com/chinmaykolhatkar/docker-pool to apex-core.
   
   Once this is in, After the 4.0.0 release, we can update the docker hub build 
configuration to pick Dockerfile from apache repo. The task for docker hub 
build conf change is captured here: APEXCORE-812.
   
   Also let me know if the author in the commit is not fine.
