INFRA-10144 has tracked the Apache JIRA migration request since August. I've asked for progress multiple times, but the work keeps getting stalled, presumably due to competing priorities on the infrastructure team. Is this an appropriate thing to mention in response to "Any issues that the Incubator PMC (IPMC) or ASF Board wish/need to be aware of?" Would the wider IPMC have the ability to help prioritize the infra team finishing the JIRA migration?
