This is a little unusual and you may want to discuss this further. One of the 
principals of the Apache Way is merit once earned is never lost.[1]

While this is unlikely to happen, (and I hope it never does) getting all PMC 
members to vote may prove too difficult.

I’d add "voted on and approved”. Note that release votes can’t be vetoed (i.e. 
a single valid -1 doesn’t stop voting) and only require 3 +1’s and more +1 than 
-1s, this may need to added.

Again it’s unlikely and hope this never happens but it would be very hard to 
get all PMC members to vote.
