    `getTimeBucketFor` expects its argument to be a timestamp somewhere near 
the current time; the `windowId`, at least when run in local mode, seems to be 
a much larger value, e.g.
    windowId = 6264531193618759682, current = 1458574832005, diff = 
6264529735043927677
    
    So, how is this expected to work ? Do we have any platform guarantees about 
the windowId ? If the windowId happens be less than `start` would we not always 
get a -1 back ?
