Description: Need a de-deduplicator operator that is based on Managed
State. (was: Need a de-deduplicator operator that is based on HDHT.
There is overlap of functionality which BucketManager in library provides and
bucketing features of HDHT. This is duplication of functionality which we
should avoid.)
