We added WindowDataManager to replace IdempotentStorageManager in the Malhar
library. However, the usages of IdempotentStorageManager wasn't removed.
Since we are making changes to WindowDataManager to use WAL it will be helpful
if all the operators still using IdempotentStorageManager can benefit from them.
