The VendorData element contains data which are necessary for starting the VM (see also http://udk.openoffice.org/common/man/spec/javavendorextension.sxw)

In case of Windows it contains the file URL to the Java runtime library.
When you use a javasettings_xxx.xml from a different machine, and the runtime library is not exactly at the same location, then Java cannot be started.

Is there no API to change classpath for all users or is it really not possible - i.e. is there really no place where a shared or default classpath is stored? copying the javasettings_windows_x86.xml into UserProfile/config did the job. Couldn't believe, that it is so easy.
