The VendorData element contains data which are necessary for starting
the VM (see also
http://udk.openoffice.org/common/man/spec/javavendorextension.sxw)
In case of Windows it contains the file URL to the Java runtime library.
When you use a javasettings_xxx.xml from a different machine, and the
runtime library is not exactly at the same location, then Java cannot be
started.

copying the javasettings_windows_x86.xml into UserProfile/config did
the job. Couldn't believe, that it is so easy.
