Let me clarify what is meant by EMACS mode (actually, "major mode" would be 
more accurate): It's basically a piece of software that configures EMACS for 
nice syntax highlighting, nice indentation, menus with special features, 
etc., and thus makes editing of the text files it has been made for much 
simpler.  Try opening an OO Basic file with EMACS or another text editor, and 
you'll see why such a mode is needed.  But, perhaps, a combination of a 
standard major mode (e.g. "visual-basic-mode") plus some minor modes (e.g. 
"x-symbol-mode") could be sufficient.
