The settings in the configuration are deprecated. Instead the java
framework uses its own "settings file" which it accesses without using
UNO service. This is necessary for bootstrapping java. When one uses UNO
one never now if a service requires Java.
There exists a C API which one can use to set and read settings for the
current user. There is currently no way to to do this for all users. The
header can be found at jvmfwk/inc/framework.h

Ok, I'm waiting for Joachim's answer. May be he has an idea or an solution...
My specific problem is, that I can't sudo to root and install the necessary
jars and jni libs in the distribution java environment;()
So, these java settings was a good place for me...
