Hi,

I really hope volunteers could take part in this, but after reviewing the
whole process, due to volunteers don't have WRITE permissions to Apache's
repos & svn, there have few things you could involve.

Maybe we could release the new version together? You could fork that repo
and send a PR containing CHANGELOG and other necessary changes to
Upstream's Release Branch, and I will help to send the VOTE mail and
waiting for votes, once it's done, I could help to merge that PR into
release branch and the master branch :)
