Missing functions in threadproc on Win32

I see the  following functions are commented out of  
threadproc/win32/proc.c:

   apr_setprocattr_childin
   apr_setprocattr_childout
   apr_setprocattr_childerr
Subversion needs these functions. Is anybody working on them? If not, if 
somebody could explain what the problems are, I could have a look.
