Right now, maybe that's the simplest solution. But in the long run, if a package in /usr/ports has dependencies on other stand-alone libraries, it should have explicit dependencies. For example, Subversion also depends on db3 and neon -- and both of these packages have their own port. Hopefully, someday APR will too. Until that day comes, maybe you're right -- maybe it's best just to assume APR will be included in the Subversion tarball.
