AC_LIBTOOL_WIN32_DLL in apr-util-1.3.x/xml/expat/configure.in

Hi,

When using libtool 2.2.6 I have noted that AC_LIBTOOL_WIN32_DLL isn't 
defined this version.
How should we fix that? Why do we need AC_LIBTOOL_WIN32_DLL BTW?
