No, this is not possible. I have the same problem from my work.
If the IT department does not want to open the firewall for CVS, then you
can't.
There is one solution that may work - but I strongly advise against it ...
you can try to download the source from the website, there is a tool for
this. But then your college gets cut off by tigris, due to excessive http
download, which would mean that nobody in your college can access the tigris
site any more - it happened once to me :-(
So, ask your IT department to open the firewall for CVS.
