A wiki for user documentation is a great idea. Appendix E is empty in the copies of the User Manual that I checked (0.24, 0.22), so it seems like a good candidate to disappear.
The "UML Support" page seems very poorly worded to me. An unimplemented feature of UML is neither a "violation of the UML specification" nor an "incompatibility." All discussions of unimplemented UML features should include a link back to http://argouml.tigris.org/issues/show_bug.cgi?id=403 which contains the canonical list of unimplemented features.
