I forgot to comment on this one.

In the ArgoUML project we use the Issuezilla database and the Tigris site to
do this. It is well suited for Open Source development in a loose
organization with persons that have a the time spent in the project varying
over time. Once you have gotten your Observer role granted you are welcome
to work with the enhancements and defects and you can also send the issues
to the person you think is the best suited person to do further work on
them.
