complement...

The forums (http://www.argouml-users.net/forum/) are, for the time being,
best kept as single-language forums (in English). There isn't any
significant amount of things happening in any other language. It is just the
occasional stuff and for that the mailing list/Discussion lists mechanisms
at Tigris are working well enough.
For the Users' wiki we could just use the Languages template and functions.
