Hi Luis I think its never going to be possible to write a set of rules to cover what must be in some release according to priorities.
The priorities are a useful aid but I think we need to make more use of the Target Milestone. A P1 or P2 should always be considered something that should make the next release but I see no reason why developers can't set the target milestone of an issue if they intend to work on and they consider important for a release. We do need some controls though. If someone sets a milestone then it needs someone to be active in resolving it in time for that next release. If the release becomes due then it might have to be decided to drop those issues again if they are not being addressed by anyone. Bob.
