Who ever may take this on board will have to have good in depth technical knowledge of the model elements for activity diagrams in both UML1.4 and UML2.
The process of doing the transformation presumably would also need to be understood, I assume this would be be XSLT but maybe some other tool. The representative should not be any particular person with a particular role in our team but someone who feels they have that knowledge and can demonstrate their skills and knowledge in that area to external developers comfortably. So I wouldn't like to suggest any particular person for the task. It has to be a volunteer who feels they have the skills and knowledge to represent the team. We're are just advertising to anyone who feels they can do this and would like to do so that we will see if we can help towards funding. With the fact that we haven't yet developed UML2 activity diagrams that might not be anyone. Bob.
