In such case, I usually show one diagram with all the states and all the transitions, with the actor's roles as a guard shown on the transitions. A statechart is primarily meant to show the complete set of states e.g. a document can be in. Sometimes I even draw only the states and un-annotated transitions, to keep the minds clear from activities. It would be confusing to show only the states for a document that can be obtained by a certain kind of user, since then it would be incomplete. If the "admin" brings a user's document is a restricted state, does the user still see it? Even if not, he knows it is changed in a way that is not included in the documented states, so he knows the diagram is incomplete.
