If this is a technical question I think the trick is how to set the manifest
file to make this plugin appear in argouml. You need to implement a class
that implements org.argouml.moduleloader.ModuleInterface and mention it in
the manifest file.
If this is a configuration management issue there are a lot of options for
you. If you want to contribute your work to the argouml project, I will
create a Tigris project for metrics within argouml for your work and other
work in the same area.
