What version of Equinox are we talking about here?  The R5 or R6
implementation?  The latest released version (as of yesterday [1]) should
have the osgi.ee capability provided by the System BundleRevision.

Fwiw, the recent equinox version do not export the osgi.ee capabilities
through the BundleRevision even if they are actually used internally for
resolution.  Though they are available on the system bundle headers.
