the whiteboard could not use CXF natural packaging without exposing the world
to blueprint and many other concerns limiting it's deployment potential. The
goal of Aries JAX-RS whiteboard was to be standalone (works in a pure OSGi
environment) using the resolver to be able find the dependencies. it should be
small and light, the fact that it internally uses CXF is only an implementation
detail.
