This commit backports support for single-level wildcards from the Typed Events 1.1 specification into the 1.0 release stream so that it can be used by current clients. This support must be explicitly configured for it to be enabled. The commit updates the topic validation to support single level wildcards, and it also enhances the delivery filtering to understand single level wildcards.
