In the last 24 hours, GitHub deployed a bizarre change that attributes
commits to the *committer* instead of the *author* when using the
squash-and-merge option in the github.com UI. This is problematic for
many reasons and would potentially create IP provenance / attribution
problems in Apache projects.

Until this is remedied, please use the command line PR merge tool
exclusively to merge PRs which does not suffer from this issue.
