* 4.0 release: coming in about 3 weeks (April). Some outstanding issues to
resolve:
    * Bintray: the service is being turned off on May 1, so we can't use it
anymore. We've removed most uses of bintray already, but the big one left
is hosting apt/yum packages (see
https://issues.apache.org/jira/browse/ARROW-11499). This uses the ASF's
bintray account, but there doesn't seem to be movement on their side to
solve this (see https://issues.apache.org/jira/browse/INFRA-21376), so we
may need to figure this out on our own.
    * We still have some packaging builds that depend on Travis-CI, which
is no longer free for us. At 3.0, Ursa paid for a month of Travis so we
could get the release out, and we said that we'd move the builds to a
different service for 4.0. It does not seem that this has been done yet:
our Linux ARM packages are all still using Travis (via crossbow).
    * macOS wheels are broken in nightly builds
    * Parquet version string: there seems to be consensus on

that we can change the version string in the parquet-cpp library to be the
same as the Arrow version. I've made our issue about this,
https://issues.apache.org/jira/browse/ARROW-7830, a blocker for 4.0.0
