[PROPOSAL] Arrow Java 20.0.0 release

Hi folks,

I'm working on several updates and fixes on Arrow Java.

I would like to propose Arrow Java 20.0.0 to vote (version dump
directly to 20.0.0 instead of 19.0.0).

Any objections?
