## What changes were proposed in this pull request?
Create button on header will be visible on UI,
The Create button provides quick access to create different types of
metadata without navigating through the administrator section. It appears in
the top header bar next to other actions (Downloads, Statistics, User profile).
Button visible in header on all applicable pages
## Create Button - Entity Option
Create Entity option in the Create dropdown; opens Entity creation form in a
modal.
## Create Button - Classification Option
Create Classification option in the Create dropdown; opens Classification
creation form in a modal.
## Create Button - Glossary Option
Create Glossary option in the Create dropdown; opens Glossary creation form
in a modal.
## Create Button - Business Metadata Option
Create Business Metadata option in the Create dropdown; navigates to
Administrator Business Metadata tab with create mode.
## Create Button - Enum Option
Create Enum option in the Create dropdown; it navigates to Administrator
Enum tab.
