[~tbeerbower], the motivation for this JIRA is driven by a need to ensure that 
the hooks are as decoupled from Atlas as possible. Today, while we achieve that 
to the most part via Kafka, the model registration binds us still to an active 
Atlas server requirement. So option 3 would not help that purpose. The problem 
is particularly bad for client side hooks with the current state, and so by 
extension with option 3.
