A recent change to SchedulerLifecycle introduced a regression where leadership
announcement never happens. This is because a singly-threaded
ScheduledExecutorService is injected into SchedulerLifecycle, and
SchedulerLifecycle invokes the blocking driver.join(). This prevents the
delayed operation to announce leadership from ever executing.
