Summary: Implement fair share scheduling for non-production tasks

Non-production tasks are allocated on a first-come first-served basis. This
means that anybody could hold the entire cluster hostage (intentionally or
otherwise). The scheduler should correct this by ensuring that non-production
resources are distributed fairly.
