Fix TaskObserver for json endpoint usage
The '/j/task?task_id=...' endpoint requires TaskObserver._task to be
exposed. I implemented a wrapper for it.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/foursquare/incubator-aurora master
