Really? It was not the same metadata layer as today but it still had one.

The main thing missing is that it is too much work to do what you propose till
the infrastructure is in place. Rickard Oberg has not released his toolkit
and no others really cut it yet. XInvoke/MetaClass offer a path forward with
this stuff but they are not completed.
