It's another maven-style repository (like http://ibiblio.org/maven) that hosts mostly avalon-based components.
Actually if you pull down something of DPML - in 98% of the cases your actually pulling it down from the ibiblio.org/maven repo.
Personally I think it's just another attempt by Stephen to take over the world, but don't let him know I'm on to him ... :)
