Doesn't Cygwin support Unix 'signals'?
If so, if we always create the PID of the Merlin instance, we should be able to use
the same method as in "merlin-service.sh stop".

Environment: Windows XP Running Latest Cygwin environment
Description:
Merlin fails to properly shutdown when running in cygwin on windows XP (and perhaps
other versions). If calling "merlin.bat" or "merlinx.bat" from the normal windows
command line, Merlin will go through a shutdown process after a Control-C command. In
Cygwin, Merlin does not shutdown and the java process must be manually killed.
