Description:
We need a mechanism whereby the API classloader established by the repository (as part
of its classloader creation service) can be supplimented with addition path
statements. This is required when system services (such as avalon-logging plugins)
need to share references to API classes that are also exposed to components (e.g.
commons Log interface).
