Have added a proxy creation policy to the SystemContext, SystemContextFactory and
corresponding implementations. Next step is to look at providing support for the
policy.

It would be very useful to have some system property to disable generation of dynamic
proxies, especially when debugging and testing (it is often useful to have some
package private methods to help testing).
