Description:
Support for the declaration of overriding parameters within an XML target is required.
In addition, code handling the propergation of target information within the default
containment model should be updated to set parameter information on the model based on
target directives. Finally, the resolution of a model's parameters shuld be updated
to take into account static parameters (see RUNTIME-49).
