We should integrate this code into the top-level build.sh, including interop
testing. Ideally that would be in the initial patch, but I'm not sure we need
to wait for that to commit this.
Dona, once this is committed the process for making changes is to open new Jira
issues for each change, attach patches to the issues, to give others the
opportunity to review them before they're committed.
