First try with the -U parameter to force it to re-resolve artifacts.

If that does not work then try to build from the root and install without tests 
(the contents should have BUILD.txt and CHANGES.txt):

mvn clean install -DskipTests

Generally, if you see an error like the above that says "XYZ was cached in the 
local repository, resolution will not be reattempted ..."  try running with the 
-U parameter or deleting the offending artifact from your local repo in 
~/.m2/repository
