There's an issue to track the C# build issue:
https://issues.apache.org/jira/browse/AVRO-2847  Relaunching the job
will usually end up fixing it.

I couldn't reproduce it on a local Window VM so it might be only
happening on travis.  It should be unrelated to the release 1.10.x
