PHP tests in Github actions merged in AVRO-3009 [failed
with|https://github.com/apache/avro/actions/runs/456354276]

shivammathur/setup-php@v2 and shivammathur/setup-php@v2 are not allowed to be
used in apache/avro. Actions in this workflow must be: created by GitHub,
verified in the GitHub Marketplace, within a repository owned by apache or
match the following: apache/*, gradle/wrapper-validation-action,
gradle/wrapper-validation-action@*, peter-evans/create-pull-request@*,
dawidd6/action-download-artifact@*, scacap/action-surefire-report@*.

despite having passed in [my
fork|https://github.com/kojiromike/avro/actions/runs/434793416]. I have opened
INFRA-21253 to get guidance from infra as to the best course of action.
